Terms and Conditions
§1 Contracting Parties and Scope
1.1 The contracting parties are Upskill Study Programs, operated by Lumen Media Singapore, and the participants.
1.2 Upskill Study Programs acts as a facilitator and placement provider for study abroad programs delivered by partner universities.
1.3 Academic instruction, assessment, credit awarding, and certification are provided exclusively by the host university.
1.4 Any services not explicitly included in the study program, including but not limited to accommodation, flights, insurance, visas, or personal travel arrangements, are contracted directly between the participant and the respective third-party service provider.
1.5 Participants must be at least 18 years of age at the start of the study program.
§2 Formation of Contract
2.1 The contract becomes valid once the participant has submitted an application, accepted these Terms and Conditions, and paid the required application or registration fee.
2.2 Submission of an application does not constitute guaranteed placement. Placement is subject to eligibility, documentation completeness, and acceptance by the host university.
§ 3 Role of Upskill Study Programs
3.1 Upskill Study Programs facilitates applications, coordinates documentation, and liaises with partner universities and relevant authorities.
3.2 Upskill Study Programs does not provide academic instruction and does not influence academic decisions made by the host university.
3.3 Academic content, schedules, assessment methods, and credit structures are subject to the regulations of the host university and applicable Indonesian authorities.
§ 4 Role of the Host University
4.1 The host university is responsible for academic delivery, assessment, grading, and issuance of transcripts and certificates.
4.2 The host university reserves the right to modify academic content, schedules, or delivery methods where required by academic or regulatory considerations.
§ 5 Application and Documentation
5.1 Participants must submit all required documents within the deadlines communicated by Upskill Study Programs.
5.2 Required documents may include passport details, academic transcripts, medical statements, photographs, curriculum vitae, and declaration forms.
5.3 Failure to submit complete and compliant documentation may result in processing delays or rejection.
§6 Fees and Payments
6.1 Fees consist of a non-refundable application or registration fee and a program or tuition fee.
6.2 Payment deadlines are binding. Failure to meet payment deadlines may result in loss of the study place.
6.3 All bank charges, transfer fees, or currency conversion costs are borne by the participant.
§ 7 Confirmation of Placement
7.1 Program confirmation is issued once eligibility and documentation requirements are met.
7.2 Final placement remains subject to acceptance by the host university.
§ 8 Minimum and Maximum Participation
8.1 All programs are subject to minimum and maximum participant numbers.
8.2 If the minimum number is not reached, Upskill Study Programs reserves the right to cancel the program or offer postponement or alternative options.
8.3 If the maximum number is reached, Upskill Study Programs may close applications or split cohorts into parallel classes subject to host university approval.
§ 9 Cancellation by the Participant
9.1 Participants may withdraw from the program only by written notice submitted via email. Withdrawals communicated through any other means, including but not limited to phone calls, messaging applications, voice notes, or verbal communication, are not accepted and will not be considered valid.
9.2 Refund eligibility is governed by Article 12.
§10 Cancellation or Changes by the Program
10.1 Programs may be cancelled or modified due to insufficient enrollment, academic decisions by the host university, or regulatory requirements.
10.2 Participants will be informed promptly and offered appropriate options in accordance with these Terms and Conditions.
§11 Force Majeure
11.1 Upskill Study Programs are not liable for failure to perform obligations due to events beyond reasonable control, including but not limited to pandemics, natural disasters, war, government restrictions, or country closure.
11.2 Refunds or postponements in such cases depend on the policies of the host university and applicable authorities.
§12 Refund Policy
12.1 The application fee of EUR 50 is non-refundable in all cases.
12.2 In the event of student-initiated withdrawal, tuition or program fee refunds are determined as follows: more than 8 weeks before program start results in a 100 percent refund of the tuition or program fee; 5 to 8 weeks before program start results in a 50 percent refund; 1 to 4 weeks before program start results in no refund. The application fee remains non-refundable in all cases.
12.3 Visa-related withdrawal, including visa rejection, late issuance, or failure to complete visa requirements, is treated as a student-initiated withdrawal under Article 12.2. Visa fees and related costs are non-refundable.
12.4 If a program is cancelled by Upskill Study Programs due to insufficient participant numbers or internal operational reasons, a 100 percent refund of the tuition or program fee will be issued. The application fee remains non-refundable.
12.5 If a program does not run due to force majeure, including pandemics, war, government restrictions, or country closure, the tuition fee will be refunded subject to reimbursement received from the host university. Upskill Study Programs will mediate the refund process. The application fee remains non-refundable.
12.6 Participants may request to postpone their participation once, free of charge, subject to availability. If no new start date is selected within the communicated timeframe, the program is considered cancelled and Article 12.2 applies.
12.7 All refunds are processed to the original payment method. Any bank or transaction fees are borne by the participant.
§13 Visas and Immigration
13.1 Participants are responsible for complying with immigration and visa requirements.
13.2 Upskill Study Programs facilitate documentation but do not guarantee visa approval.
§14 Conduct and Compliance
14.1 Participants must comply with host university regulations, local laws, and codes of conduct.
14.2 Serious misconduct may result in termination without refund.
§15 Insurance and Health
Participants must hold adequate international health and travel insurance for the full duration of the program.
§16 Data Protection
Personal data is processed for application and program administration purposes and may be shared with partner institutions and authorities as required.
§17 Liability Limitations
Upskill Study Programs are not liable for indirect losses, travel disruptions, or third-party services.
§18 Governing Law and Jurisdiction
18.1 These Terms and Conditions are governed by the laws of Singapore.
18.2 Any disputes shall be subject to the exclusive jurisdiction of the courts of Singapore.
§19 Final Provisions
If any provision of these Terms and Conditions is found to be invalid or unenforceable, the remaining provisions shall remain in full force and effect.
